Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP)

The Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP) are immigration pathways to permanent residency in Canada. If you are a skilled foreign worker or international graduate from one of a set of particular Canadian institutions in an eligible rural or northern community, and you have a job offer in an eligible occupation from an eligible employer in an eligible rural or northern community in Canada, you may qualify.

How do I qualify for the RCIP or the FCIP?

To qualify for the RCIP and FCIP, you must meet the federal and community-specific requirements of the community where you are interested in living. You must also have a job offer in an eligible occupation from an employer who has been designated eligible by the community. This program is employer driven and each community has a different list of eligible priority occupations. 

How do I apply for the RCIP or the FCIP?

There are four steps to applying for permanent residency under this pilot:


1.   Check that you meet both of the following requirements:


  • IRCC eligibility requirements:

  • Have qualifying work experience or have graduated from a publicly funded post-secondary institution in the recommending community

  • Meet or exceed the language requirements

  • Meet or exceed the educational requirements

  • Prove you have sufficient settlement funds

  • Intend to live in the qualifying community

  • Community-specific requirements


2.   Find eligible employment in one of the participating communities.


3.   Once you have a job offer, your employer will submit the application for recommendation to the community.


4.   If a community recommends you, apply for permanent residency.
