How does IRCC define work?

Immigration, Refugees and Citizenship Canada (IRCC) defines work as any activity for which wages are paid or commissions are earned, that a Canadian or permanent resident could be paid to do.

To engage in work, as defined by IRCC, foreign nationals require a work permit or a work permit exemption.

Are there different types of Canadian work permits?

There are three broad types of work permits:

  • Employer-specific work permits based on Labour Market Impact Assessments (LMIA) issued under the Temporary Foreign Worker Program (TFWP)

  • Employer-specific work permits under the International Mobility Program (IMP)

  • Open Work Permits under the International Mobility Program (IMP)

How do I apply for an LMIA-exempt, employer-specific work permit?

To support your employee's application for an LMIA-exempt employer-specific work permit under the International Mobility Program, you will need to file an Offer of Employment via the IRCC Employer Portal. The information included in the Offer of Employment could be subject to an Employer Compliance Review, so it is extremely important that it is complete and accurate.
