Each Canadian province and territory has its own PNP, seeking skilled workers and international students in particular “streams”. You can be invited to apply either through Express Entry or a separate, non-Express Entry process directly through a province or territory’s PNP program.

What are Provincial Nominee Programs (PNPs)?

How does a PNP nomination under Express Entry work?

You need to indicate your interest in a particular province or territory in your Express Entry profile. If you meet the criteria for your chosen province or territory, they can choose to invite you to apply for a nomination. Applicants nominated under an Express Entry PNP program receive an additional 600 CRS points and will be invited to apply for permanent residency in PNP-specific and general Express Entry draws.

What are the requirements of submitting a PNP application under Express Entry?

To submit an application for permanent residence under Express Entry, you must qualify for one of the federal Express Entry programs (CEC, FSW or FSTP) and you must meet the requirements of the provincial program that invited you to apply.


You must intend to live in the province or territory that has nominated you.

What about Quebec?

Quebec has its own immigration programs. You will need to contact the Ministère de l’Immigration, de la Diversité et de l’Inclusion du Québec to see if you qualify.
