Ontario Provincial Nominee Program (OINP) Employer Job Offer Updates

Effective July 1, 2025, the Ontario Provincial Immigrant Nominee Program (OINP) has introduced substantial changes to their Employer Job Offer Stream programs. These are non-Express Entry programs. These changes impact the following three programs:



These changes were introduced to try and curtail fraud and to prevent applicants who did not actually have the support of their employer from entering an Expression of Interest. Now, in order to enter an Expression of Interest in one of the three aforementioned streams, an applicant's employer must

  1. Register an Employer Portal Account with the OINP; and

  2. Register the job offer with the OINP;

  3. If the applicant is invited to apply, submit an application for the approval of the employment position through the Employer Portal.


The applicant must then complete an Expression of Interest in their desired stream through their own OINP account.


If the applicant is granted an invitation to apply, the Employer must submit their application for the approval of an employment position through the Employer Portal within 14 calendar days of the applicant receiving the invitation.


The Employer Portal permits employers who are not eligible for the Employer Job Offer programs to register. It remains the employer's responsibility to ensure that the business and the position meet the requirement of the chosen Employer Job Offer stream. Registering an Employer Portal Account


The employer registration must be completed by an authorized signing officer of the business. A signing officer is an individual with legal authority to submit applications for approval of an employment position on behalf of the employer.


Once the employer's account has been registered, the employer can appoint an employee of their business to act as an employer contact to register job offers and/or to appoint a representative to register job offers. The initial job offer registration must be done by the employer or employer contact. It cannot be completed by an authorized representative on behalf of the employer. The employer and the applicant can choose to have different authorized representatives.


  • Step 1: Sign up for My Ontario. The signing officer for the organization must have a My Ontario account. If this is not already set up, the signing officer must create a new account by following these steps :

    • Access the OINP e-Filing portal and complete the reCAPTCHA.

    • Sign up by clicking on “Create Account”.

    • Once the signing officer has created an account, the system will automatically return them to the OINP e-Filing portal.

    • Indicate that you are a New Employer.


  • Step 2: Access the OINP Employer Portal here


  • Step 3: Complete the employer registration. This must be done by an authorized signing officer of the business. Follow these steps:

    • Click ‘New Employer’ in the Employer Portal.

    • Review and complete the disclaimer.

    • Enter employer and signing officer information. Make sure this information is accurate, the information provided during registration cannot be edited by the employer after submission.

    • Complete the declaration.


  • Step 4: Create the Employer Profile. After registering the employer portal account, the signing officer will be directed to the landing page. Select the Employer Profile tile to provide information about the business. This section can be completed, edited and updated at any time. The information provided here will be prepopulated in future applications for the approval of an employment position. The employer must ensure that the information provided is kept up to date and is updated prior to submission of an application for approval of an employment position.


  • Step 5: Add additional employer contacts, if desired. Signing officers may choose to add additional organization contacts to submit job offers and applications in the name of the employer. By adding employer contacts to the account, the signing officer acknowledges that the contact has legal authority to act on behalf of the employer in matters relating to the OINP, including submitting job offers and applications for the approval of an employment position.

    • In the landing page, select the Employer Contact tile and click on “Add new contact”.

    • The employer contact will then be sent an email with a pin and an enrolment number

    • The employer contact will need to create their own My Ontario account using the enrolment number and pin

    • After they have created your My Ontario Account, go to the OINP e-Filing portal. Hit “Continue” (the "I’m not a robot" box cannot usually be checked)

    • Sign into the My Ontario Account.

    • Click on the "Authorize with a PIN and enrolment number" link.

    • Follow the onscreen instructions to enter the PIN and enrolment number. Then click enroll and follow the onscreen instructions to access their profile.

    • If you are using an immigration representative or lawyer, do not add them here. They can only be added at the individual job offer stage


  • Step 6: Start a job offer draft for each employee whom you wish to support through OINP. Once you have submitted a job offer, the employee-applicant will receive an email with the job offer ID and will be prompted to register an expression of interest.

    • To create a job offer, click “Job offer and Application dashboard” on the landing page, and then click “Create New Job Offer”.


  • Step 7: The applicant must register an expression of interest to the OINP within 30 days of the job offer being registered

    • If the applicant already has an OINP portal account, they should ask that the employer use the same email address and name format that they used in creating their OINP portal account.

    • If the applicant does not already have an OINP portal account, they must use the same email address and name format used by their employer in filing their job offer in the employer portal.


  • Step 8: If the foreign worker is issued an invitation to apply, the employer will have 14 calendar days from the date of the invitation to submit an application for approval of the employment position


  • Step 9: If the foreign worker is issued an invitation to apply, the applicant will have 17 calendar days from the date of invitation to submit their application.


Additional OINP Program Updates Effective July 1, 2025


The OINP can now require in-person interviews for employers and applicants.


The OINP now has the authority to return submitted OINP applications before a nomination is issued. Applications can be returned for a variety of reasons, including if the OINP has insufficient nominations available in their allocation; if they don't believe that the position aligns with Ontario's most pressing labour market needs; and program integrity risk factors. If an application is returned, the full application fee will be refunded.


The OINP's ability to return submitted applications is deeply concerning for applicants with pending 2024 applications. This is because the OINP lost half of their nomination allocation in 2025. The OINP has always invited more applicants in a given year relying on their allocation for the following year by waiting to grant the nomination until the next year. This means that in 2024, the OINP invited 45,306 applicants relying in part on an allocation of 21,500 spots in 2025. However, the Federal government decreased their allocation to 10,750 spots for 2025. Even counting on a number of the invitations and applications being refused or rejected, and a certain number of repeat invitations to apply sent to the same applicant, the OINP will have filled all or most of their 2025 allocation with invitations to apply and notifications of interest sent in 2024. The only way for the OINP to have nominations in 2025, which are not reliant on their 2026 allocation is for the OINP to return applications that were submitted in 2024.
